A high-level committee convened by Speaker Saroj Kumar Yadav had agreed to keep Janakpurdham as the permanent capital of the state. However, as the Congress did not cast its vote in Madhesh Pradesh, the CA members of the western districts voted against it saying that the name and the capital Dhanusha alone would not be as desired.
Janakpurdham could not be declared as the permanent capital after the CPN (Maoist) and Nepali Congress (NC) CA members in Dhanusha became conservative.
After the rejection of the proposals of Birgunj and Birgunj Metropolitan City registered for the capital, the name and the capital of Province 2 have remained the same.
Nomination could not be decided even by voting. After the proposal registered by the ruling coalition Samajwadi Party and the Rashtriya Janata Party (RJP) was rejected, Madhes Pradesh could not be named as Province 2. Now Province No. 2 will remain the name.

All the proposals were rejected, according to the secretariat of the state assembly. The proposal of Madhesh Pradesh put forward jointly by Samajwadi Party and Rajpa Nepal was rejected.
The process was halted for some time before the voting on the Madhes Pradesh proposal. After the CA members had lunch, the ruling party tried to seduce the Congress and CPN (Maoist) MPs to vote in favor of the proposal. .
Samajwadi Party leader Simhasan Sah Kalwar accused the then Maoists of cheating the Madhesis by forming the Rastriya Madhesi Mukti Morcha and promoting the autonomy of the Madhes.
Separate voting was held for four names of the state assembly. The proposal to name the state 'Janaki' was earlier voted on by the main opposition Communist Party of Nepal (CPN). All the 107 members of the state assembly participated in the voting.
Speaker Saroj Kumar Yadav was the first to cast his vote. After that, the Chief Minister, Ministers and others cast their votes. The ballot paper had two options, 'yes' or 'no'.
A two-thirds majority was required for the resolution to be passed.
"Once the first-past-the-post proposal was passed by a two-thirds majority, other proposals would not need to be put to a vote," he said.
In State 2, the Samajwadi Party and the Rashtriya Janata Party (Nepal) have a coalition government. The Samajwadi Party has 30 MPs and the Rajpa has 25 MPs. One independent MP is also in support of the ruling party.
